I must agree with your assessment, as much as I wish it were otherwise. Even when folks in dire straits do not mean to take advantage, if you try to help them time and again, in short order you have actually hurt them, and they have become dependent upon you, and will ask for more and more. People grow accustomed to assistance, and lose their ability to fend for themselves. Sometimes, misery breeds motivation, and failure breeds success. However, I still believe that it is the duty of the State to render aid, because the State can be dispassionate. Moreover, the State is no easy touch. It is hard work getting and keeping welfare benefits and the like. It is only when we make it too easy, when we try to assist yet demand no accountability, that we fail to help.
