I think you are right about cell phones causing more wrecks than alcohol.  BE CAREFUL ON YOUR SCOOTER.  Drive something with a little more meat on it......like a Miata.</description>

Indeed, I have learned the same thing after eight years in San Francisco.  It&#039;s not pretty, but it&#039;s sad truth.  There&#039;s just way too much going on that isn&#039;t bad luck and bad circumstances.  There are those things, of course, but overall, from what I have experienced in my day to day interactions (that are not remotely as intimate as yours) is that I don&#039;t give money to panhandlers and I keep walking when they become belligerent idiots, which is more often than not.</description>

		<description>I have learned lessons about &quot;The Poor&quot; as well. I must agree with your assessment, as much as I wish it were otherwise. Even when folks in dire straits do not mean to take advantage, if you try to help them time and again, in short order you have actually hurt them, and they have become dependent upon you, and will ask for more and more. People grow accustomed to assistance, and lose their ability to fend for themselves. Sometimes, misery breeds motivation, and failure breeds success. 

However, I still believe that it is the duty of the State to render aid, because the State can be dispassionate. Moreover, the State is no easy touch. It is hard work getting and keeping welfare benefits and the like. It is only when we make it too easy, when we try to assist yet demand no accountability, that we fail to help.</description>
